Could anyone please explain me how this works? I know albums being in overall charts aren't given the points of that chart until the year of album release ends, but when exactly does besteveralbums include those points? Thanks in advance.

The straight answer is that albums from the previous year (2016) need to be included in overall charts updated in 2017.
(This was mainly introduced to get around the issue where people were gaming the year rankings by including current year releases at the top of their overall charts.)
